REQUEST FOR PROPOSALS
UITENHAGE RAILWAY SHEDS DEVELOPMENT
Innovative ideas and partners are being sought to submit a proposal for the re-development of the historic 7.3 hectare steam railways workshop site in Central Uitenhage.
This prime site - currently the only land available for development in downtown Uitenhage - is now for sale. The site, which is registered as Erf 22716, a portion of Erf 22714, is unserviced.
Some 4,7 hectares of the site are available for private sector development and is zoned ‘general business’, which permits the building of office blocks, hotels, recreation halls and amusement facilities. This portion of the site contains Victorian style heritage buildings suitable for conversion into malls, offices and indoor markets.
The balance of the site covers some 2.3 hectares and will accommodate the new Uitenhage Science and Technology Centre being developed by the Uitenhage-Despatch Development Initiative (UDDI) on behalf of the Nelson Mandela Bay Municipality (NMBM).
The business plan allows the two sites to be developed independently, but bidders are welcome to submit an integrated project proposal that takes into consideration the plans for the Science and Technology Centre.
The site sub-division and sale of the land intended for private sector development has been approved by the NMBM.
The relevant tender documentation will be available from 12h00 on Friday, 10 July 2009 at the UDDI offices at 80 Cannon Street, Uitenhage against a fee of R500.
Proposals must be submitted to the UDDI by not later than 12h00 on FRIDAY, 11 SEPTEMBER 2009.
A compulsory site inspection and briefing will be held at 12h00 on Tuesday, 28 July 2009 at the sheds. Potential tenderers will meet at the UDDI offices in Cannon Street at 11h00 for a pre-briefing before proceeding to the site.
Note: Registration for the inspection must be made with the project manager by Monday, 20 July 2009.
The briefing session and site visit will be restricted to the interested parties who submitted an expression of interest during 2007, those who submitted a proposal during 2008 and those who purchased a copy of the revised Request for Proposals.
